TSC’s Looming Changes on Teachers’ Promotion Jobs. The teachers employer (TSC) will have to make significant adjustments before releasing another promotion advert for teachers.Tsc cancelled the early advert with 14,738 vacancies for promotions.
The teachers services Commission (TSC) appeared before the national assembly education committee and research twice in 2022 December.
The meeting came as a result of complains from teachers on unfair recruitment and delayed promotions.
MPs were not happy with the commission’s decision to not promote teachers who had been in the same job category for a long time.
The cancellation move was applauded by Kenya Union of post primary education teachers (KUPPET) chairperson Omboko Milemba.
He asked the commission to amend the advert and increase the promotion vacancies.
TSC’s Looming Changes on Teachers’ Promotion Jobs.
Since the advertisement, teachers have protested in social media for being given a raw deal.
According to the advert, most vacancies were for primary school teachers with 3,392 slots left for secondary schools.
Primary school teachers in job group B5 and C1 wondered how they were left out yet their promotions should be automatic to C2.
Senior teachers in C2 equally complained that moving to C3 is becoming a tall order. It appeared that they should have completed three years before getting promotions.
The commision created c2 and C3 which represents senior teacher II and I.
Mr.omboko Milemba blamed the commission for not promoting teachers in time, thus making them lose benefits.
He promised to work on actual data to establish how much teachers are owed.He roughly said that it’s more than 1 billion.
Milemba termed it exploitation of labour by TSC and the government and he has put a question in parliament over it.
Nairobi kuppet branch secretary -General Moses Mbora said stagnating in one job group for long has demotivated teachers .
Principals in C3 grade are being interviewed for promotion to D4 grade, according to Education Minister Anthony Mbora. C3 is where teachers have stagnated most. There are many principals in D3 who deserve promotion, he said.
A succession dilemma would result from failing to promote deputies and having numerous principals and chief principals, he continued.
According to Mr. Mbora, staying in a job group for too long disqualifies teachers from advantages like better medical coverage.
Because the pension is based on basic pay, “such a teacher loses out on a better pension,” Mr. Mbora claimed.
He demanded that the TSC return to the schemes of service and abolish the career development rules used to advance teachers.
“Teachers are being harmed by the career progression guidelines.” He complained that he had too many salary points.
Officials from the commission struggled to provide an explanation for the lack of advancement when they spoke before the Education Committee.
According to TSC Chief Executive Nancy Macharia, “the commission has not been allocated additional budgetary allocations for the promotion of teachers for the past 10 years except in July 2017,” adding that promotion is subsequently predicated on vacancies created by natural attrition.
