Salary and Remuneration Commission .It is good news to Civil Servants in 2023 as Salaries and Remuneration Commission (SRC) is set to adjusted their housing allowances.
For instance, under the new rates, Nairobi-based civil officials in job group K will now earn a monthly dwelling allowance of Sh16,500 instead of Sh10,000.

However,for Nairobi-based public employees in job category A, including drivers, personal secretaries, cleaners, and messengers is total disappointment as their salaries was only adjusted from Sh3,000 to Sh3,750 per month.
“The new rates for the house allowances shall apply to all public officers, other than state officers at the national and county government, including state corporations from the scheduled effective date of implementation. Respective employers in the civil service should initiate Collective Bargaining Agreements (CBAs) with the relevant trade unions in the implementation of the reviewed/harmonised herein” SRC said in a circular
In the review, Civil servants in job group K based in the nine former municipalities will see their allowance rise from Sh8,000 to Sh12,000. The housing allowance for public officers living in Mombasa, Kisumu, Nakuru, Nyeri, Eldoret, Thika, Kisii, Malindi and Kitale will remain the same.
Reasons for Increase in House Allowances
Civil servants have got it hard and rough to get affordable accommodations due increase rentals in both public and private sector owned houses.
For instance, the State Department for Housing increased all rentals on properties held by the government by 10% as of April 1, 2022. The state contended that despite numerous assessments of civil servants’ housing allowances since 2001, their monthly rent payments have remained unchanged.
The SRC’s decision comes after the SRC eliminated a system whereby such payments were based on basic salaries for federal officials.
Salary and Remuneration Commission Hardship Allowances
“Hardship allowance is to be paid at a flat rate for all equivalent grades across the public service, both at county and national government. SRC has abolished pegging the allowance as a percentage of the basic salary” the commission said.
Under the new rates, the highest ranked job group T will draw Sh60,000. Mid-tier officers in job groups K, L and M will get Sh10,900, Sh12,300 and Sh14,650, respectively while the lowest ranking officers in Job Group A will draw a uniform hardship allowance of Sh2,800 a month.
Last year December, SRC hinted on on reviews of house and handship allowances to motivate civil servants to perform better in their duties.
Although the commission has removed drawing of daily stipends while they’re outside their working stations.
